No. It is a para-professional qualification. Degree-level engineering assessment in Australia commonly involves Engineers Australia, while vocational-level occupations are assessed elsewhere — which is exactly why the occupation you nominate matters so much.
Often yes, with credit that varies considerably by university. If a degree is the goal, choose the provider with that articulation in mind from the start.
Civil engineering technician, draftsperson and related occupations are distinct, sit at different skill levels, and are assessed by different authorities. This should be settled before you enrol if migration is part of the plan.
